Ambiguous genitalia

Ambiguous genitalia is external genitalia that at birth has not developed sufficiently to be obviously male or obviously female.

Ambiguous genitalia can be enlarged clitoris that has the appearance of a small penis.
Ambiguous genitalia can be a small penis with an abnormal urethral opening (the tube urine passes through)

Ambiguous genitalia can be that the labia has fused, resembling a scrotum.

Ambiguous genitalia can be a male with undescended testicles (testicles that did not migrate out of the abdomen into the scrotum).

Ambiguous genitalia can be a small penis (less than 2-3 centimeters or 0.8-1.2 inches) that may resemble an enlarged clitoris.

Ambiguous genitalia can be a small scrotum with any degree of separation (opening), resembling labia.

Ambiguous genitalia can result from genetic abnormalities or insensitivity to testosterone.
